Per San Diego City Permit for Fall Classic 2011:

   Dogs ARE NOT permitted, whether leashed or unleashed, upon any public beach or any public park adjacent thereto, or any sidewalk adjacent to any public beach between the hours of 9:00 AM and 6:00 PM Before 9:00 AM or after 6:00 PM, dogs are allowed only if on a leash. Legally licensed dogs are permitted with or without leashes at anytime on Fiesta Island in Mission Bay Park and Dog Beach (North Ocean Beach - beach area at the west end of the San Diego River Flood Control Channel) in accordance with SDMC. Cleaning up after the dog is required at all locations in accordance with SDMC.
